Daniel
G. “Bud” Oakey
MANAGING DIRECTOR AND CEO
Bud Oakey is President and CEO of Advantus Strategies, LLC. He specializes in assisting and growing
strategic business relationships with local, state, and federal
governments, crisis public relations and influencing public policy
issues impacting clients. Bud has been an active participant in numerous
transportation projects and issues throughout Virginia over the last 14
years, including Interstate 73. He has represented business interests
before the Virginia General Assembly since 1989 and previously
represented economic development interests before Louisiana’s
legislature and the administration. His extensive background in
communications includes having served as Louisiana Press Secretary for
former President George Bush’s 1988 election campaign, and as a member
of Virginia Governor James S. Gilmore, III’s transition team responsible
for initial public policy recommendations concerning the Virginia
Department of Transportation. He is also an appointed member of several
Advisory Committees of the Joint Commission on Science and Technology
including Topics in Law and Technology, Uniform Computer Information
Transaction Act (UCITA), and the Uniform Electronic Technology Act (UETA)
and Privacy. Bud has extensive experience in developing government
relations programs for business groups at all levels of government and
enjoys a strong background in information technology, economic
development, transportation, and regulatory matters. He is married and
has five children.
May
H. Fox
MANAGING DIRECTOR
May Fox is a Managing Director, Corporate Secretary and Principal of
Advantus Strategies. May also serves as Director of Government Relations
for the LeClair Ryan law firm. Most recently, May was a full-time member
of Governor Warner's Transition Staff. Prior to joining LeClair Ryan
Consulting in 1999, she served four years as the founding Executive
Director of the Virginia Association of Health Plans, a non-profit trade
and lobbying association representing health maintenance organizations
and other managed care companies. From 1990-1994, May served in Virginia
Governor L. Douglas Wilder's cabinet in two capacities: first as Deputy
Secretary of Administration, during which time she played a key role in
converting the state employees benefits plan to managed care; and
second, as Deputy Secretary of Health and Human Resources, in which she
oversaw the implementation of the managed care capitation program for
Virginia's Medicaid recipients. During her twenty plus years in the
public and private sectors, May has developed a broad range of contacts
within State government. She has served on the Board of Directors for a
number of Richmond area organizations, including the Metro Chamber of
Commerce's Leadership Metro Richmond and the Virginia League for Planned
Parenthood. She currently serves on the Westminster Canterbury's Board
of Trustees, the Richmond Chamber's Youth Matters Advisory Board of
Directors and has been an active volunteer for Bon Secours Hospice. May
was recently appointed by Governor Warner as a member of the State
Emergency Medical Services Advisory Council. She is married and has two
children.

Ronald Jordan
MANAGING DIRECTOR
Ron Jordan is a Managing Director and Chief Financial Officer of Advantus
Strategies. Ron has extensive policy, program, and budget experience
gained during a 22-year career in state government that includes
positions as a long-time senior staff member of the Virginia House of
Delegates Appropriations Committee and in the governor’s cabinet. His
specific areas of expertise include appropriations, finance, technology,
public safety, and natural resources matters. He was the former Deputy
Secretary of Public Safety during Virginia Governor James S. Gilmore,
III’s administration. In this role he was responsible for manpower,
fiscal, legislative, and technology matters, while acting as legislative
point person for public safety policy and budget initiatives. Prior to
joining the Appropriations Committee staff in 1987, he was Director of
Planning and Research for the Virginia State Police. Ron has a broad
network of contacts and a sophisticated understanding of the procedural
and political context of state government policy and operating
practices. His experience in turning ideas into action has been
instrumental in bringing diverse groups together to solve problems and
successfully implement new programs. Ron currently serves on the Board
of Directors for a number of Virginia and Richmond area organizations,
including the Virginia YMCA, Offender Aid and Restoration of Richmond,
and the Henrico County Drug Court Steering Committee. He has previously
served as President and Board member of the New Kent Ruritan, the
Virginia Executive Institute Alumni Association, the New Kent County
Fair Committee and is an active volunteer in Providence United Methodist
Church. He is married and has one child.
David
E. Anderson
MANAGING DIRECTOR and GENERAL COUNSEL
David Anderson is a Managing Director and Corporate General Counsel of
Advantus Strategies. David has years of experience in making government
work to solve problems for individuals, businesses, and non-profit
organizations. He has served as Counselor and Director of Policy for the
Governor or Virginia, the Chief Deputy Attorney General of the
Commonwealth of Virginia, counsel to committees in both the United
States Senate and House of Representatives, and as part of the White
House public relations team. As a government relations expert, David
continues to be called upon by Governors and members of the General
Assembly to provide his services for the Commonwealth. David currently
serves on the Board of Visitors of George Mason University and on the
Freedom of Information Advisory Council. He also served as Chair of the
Anderson Commission on Community Services and In-patient Care, which
studied reforms of Virginia's system for providing care to those in need
of mental health, mental retardation, and substance abuse services.
Additionally, David served on the Governor's Commission on Finance
Reform for the 21st Century and on the Commission for the Future of
Virginia's Environment. David is an attorney licensed to practice in
Virginia and the District of Columbia. He is married and has three
children.

Paige Estep Holloway
ASSOCIATE GENERAL COUNSEL
Paige Holloway has broad government experience at both the federal and
state levels. She served as Special Counsel in the Virginia Governor's
Office where she worked with and advised agencies on behalf of the
Governor's Office in the areas of Natural Resources and Transportation.
Paige worked closely with members of the General Assembly and agencies
on legislative issues and assisted with the development of the
Governor's legislative package. As counsel to the U.S. House Committee
on Commerce, Paige focused on House procedure and committee
jurisdiction, working in a variety of substantive areas to address
procedural issues. While in private practice, she has handled numerous
government relations issues for clients at all levels of state
government. Additionally, Paige continues her legal practice with
Anderson & Holloway, focusing on energy, telecommunications and
administrative law, including oil and gas, utilities, environmental law.
Her agency practice has involved appearances before and appeals from the
State Corporation Commission, the Virginia Racing Commission and the
Board of Cosmetology, as well as other local and state agencies in
permitting and informal agency matters. She is married and has one
child.
Karin
Talbert Addison
GOVERNMENT AFFAIRS DIRECTOR
Karin Talbert Addison brings to the Advantus team her advocacy experience in
education, health and public safety. Karin has established herself as a
well respected member of the lobbying community in a very short time.
She advocates for clients that count on her passionate, but well
reasoned arguments to advance their agendas in education, health and
public safety. Karen’s clients often make use of her contacts with other
constituency groups to create successful coalitions. She has worked with
such coalitions as the Virginia Coalition for Children’s Health,
Virginians for a Healthy Future and Tobacco-Free Kids, the Coalition of
Virginia Nonprofits, and the Legislative Coalition of Virginia Nurses.
Karin started lobbying in 2000 at Macaulay & Burtch, P.C. and in less
than one year created a substantial client list for her former firm. She
started her career in 1999 as a legislative aide to former Senator
Malfourd W. “Bo” Trumbo and in 2000 served as legislative assistant to
former Delegate Anne G. “Panny” Rhodes. She brings her experience with
grassroots advocacy to the community through her volunteer work, as well
as volunteering countless hours on local and state campaigns, most
recently serving as a volunteer campaign manager for a Richmond City
Council race. She is also involved in several local political
organizations. A former collegiate athlete, Karin is actively involved
in the William and Mary Tribe Club, helping to organize fundraising
events in Richmond and to encourage support for William and Mary
athletics.
William
P. Elwood
GOVERNMENT AFFAIRS AND ASSOCIATION MANAGEMENT DIRECTOR
Bill Elwood has extensive government relations and association management experience, with over 27 years working with Virginia government, the last 23 as a registered lobbyist. In particular, Bill has developed an expertise in the Virginia state budget, earning the respect of legislators and staffers serving on General Assembly budget committees. Prior to joining the Advantus Strategies team, he was President and founder of ADVISORY OPINIONS, where he provided association management, government relations and special project management services to a wide variety of clients. Previous professional experience includes serving as Executive Director of the Virginia State Police Association, as Coordinator of Government and Professional Affairs for the Virginia Chapter of the American Institute of Architects and as Assistant Director of Government Affairs for the Virginia Chamber of Commerce. Bill has also been deeply involved in the association management community, where he is a past President of the Virginia Society of Association Executives (VSAE). He has been honored by his peers with the VSAE Award of Excellence in recognition of his accomplishments in the association management field and currently serves as chairman of the VSAE Awards Committee. In 2002, Bill served on the Host State Finance Committee for the Council of State Governments for VA. In 1998, he was appointed to the Attorney General’s Task Force on Drinking by College Students. Bill is also very active in the community, currently serving Bon Air United Methodist Church as a youth counselor, third grade Sunday School teacher, finance committee member and usher. He has also been a leader on several church mission trips to provide Katrina hurricane relief in Gulfport, Mississippi. He previously served on the Board of Directors of DRIVE SMART Virginia, served as President of one school’s PTA, County Council Representative for another and served on the Board of Directors of the Chesterfield County Council of PTA’s/PTSA’s and on the Board of Managers of the Midlothian Family YMCA.
Lacy
Whittaker
ASSOCIATIONS MANAGER
Lacy Whittaker is the Associations Manager at Advantus Strategies. Prior
to joining Advantus, Lacy was Director of Membership with the Virginia
Association of Health Plans. Lacy continues that role maintaining
administrative responsibility for the associations managed by Advantus.
Her valuable organization skills and close contact with association
members contribute to the overall effectiveness of each association’s
mission. Lacy’s career began in 2000 at the Virginia Society of CPAs
where she was Project Coordinator. She coordinated the VSCPAs resource
groups, chapter events and annual leadership conferences. Lacy graduated
from Virginia Commonwealth University with a B.S. in business
administration. She is very active in the community, currently serving
as Vice President of the Richmond Area President’s Council which is
affiliated with the General Federation of Woman’s Clubs, an active
member of the Hanover Junior Woman’s Club and as a volunteer for Meals
on Wheels, March of Dimes and the American Heart Association.
