As state and local government governments search for solutions to complex government challenges, they are increasingly turning to the private sector for innovation and partnership. The Commonwealth of Virginia has been a national pioneer in the development of public-private partnerships with enabling legislation that encourages these partnerships and makes them easier to accomplish.

The Public/Private Transportation Act of 1995 (PPTA) allows the private sector to propose innovative transportation program solutions while the Public/Private Education Facilities and Infrastructure Act of 2002 (PPEA) authorizes unsolicited proposals from private entities to build, renovate or operate virtually any type of public building or facility including schools, office buildings, correctional facilities, stadiums, dormitories, water and sewer treatment plants, and communications or information technology infrastructure.
